- Amenities: Community room, fitness center, library and game room, laundry facilities, outdoor courtyard, community garden, walking path, and scooter storage. On-site management and social services will be offered to help residents maintain stability and access needed resources.
- Investment: Approximately $13.9 million in total development cost.
- Funding sources: HUD Section 202 funding, Ohio Housing Finance Agency support, equity from Ohio Capital Corporation for Housing, loan capital from Ohio Capital Finance Corporation, and a philanthropic grant from Ohio Capital Investment Corporation.
- Timeline: Construction began in late 2025, with opening anticipated in early 2027 and a second phase already proposed to further expand senior housing options in the area.
Partnership Overview: Borror Development x Seton Development
For more than five decades, Borror has partnered with Seton Development, an affiliate of the Catholic Diocese of Columbus, to steward and manage affordable senior housing communities that put people and dignity first. Andy Johanni, who oversees the Diocese’s real estate and housing partnerships, views Borror not just as a development partner, but as a trusted ally in serving aging and low-income populations through stable, dignified housing.
What began as a single collaboration has grown into a network of “Seton” communities created specifically for seniors with limited incomes—most recently including Seton Square Portsmouth.
Seton Square Portsmouth: Project Overview
Southern Ohio, and Scioto County in particular, faces a growing need for high-quality, affordable housing options for older adults on fixed incomes. Many seniors want to remain close to familiar neighborhoods, services, and community connections, but lack safe, modern, and accessible homes they can afford.
Seton Square Portsmouth was created to respond to this need. Developed by Borror in partnership with Seton Development, this three-story, 57-unit community will serve households earning 50% of Area Median Income (AMI) or less, with at least one resident age 62 or older.
All residences are one-bedroom apartments, supported by amenities that foster connection, independence, and well-being: a community room, fitness center, library and game room, laundry facilities, an outdoor courtyard, and a community garden. On-site management and social services teams will support residents day-to-day, helping them age in place with dignity and stability
Borror Development’s Role
Borror serves as the Diocese’s largest and longest-standing senior housing management partner, bringing decades of affordable housing and senior living experience to each Seton community. On Seton Square Portsmouth, Borror partnered with Seton Development to guide planning, development, and long-term management, ensuring that the project’s design, operations, and resident services stayed firmly aligned with the Diocese’s mission.
The partnership is intentionally structured: Borror meets monthly with Diocese leadership in agenda-driven sessions to review pipeline projects, address challenges, and protect both financial stewardship and resident outcomes.
